Technical Facilities Technician in Maastricht-Airport

Your team

Within the The Directorate Maastricht Upper Area Control Centre, the "Facilities" service is responsible for the provision of soft and hard facility management and physical security services. 

Your role

Your role will be to:

• Act as the Point of Contact (POC) for critical facilities systems and installations (e.g. UPS, diesel generators, chillers, etc.), ensuring preventive maintenance, inspections, compliance with legal and safety standards, and efficient operation by:Participating in the set-up of the preventive maintenance plan and ensuring execution and follow-up of interventions and remedial actions in case of defects.
• Conducting regular inspections, reporting anomalies, and providing input for the replacement maintenance plan (the replacement of installations/equipment at life end or due to obsolescence).
• Ensuring efficiency by monitoring and adapting the settings of the technical installations (e.g., UPS, diesel generators, chillers, etc.) as required and the safe running of these installations, including quality and legal compliance (e.g., NEN1010, NEN3140).
• Initiating, executing, and ensuring follow-up for the second-line maintenance of systems and installations, and supervising the interventions of external contractors/service providers in accordance with agreements and standards.
• Assisting in drafting technical and emergency procedures.
• Following up on actions in the maintenance management system and keeping technical documentation up to date.
• Ensuring relevant information on the status and handover of systems and installations to the assigned backup and ensuring the provision of training when required.
• Ensure continuity of the service on-site, including a 24/7h standby first-line maintenance service on ATC-critical electrical and HVAC installations and infrastructure, including BHV (primary intervention team) emergencies.
• Take on responsibility for interventions as per the Health and Safety Policy (i.e., issue work permits).
• Assist in projects and relevant activities, contribute to requirement analysis, technical solutions, security and safety matters, operational assessments, and calls for tenders (e.g., defining needs, drafting technical specifications, assisting in provider evaluations).
• Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

• Completion of a post-secondary education or secondary education giving access to post-secondary education (e.g., Electricity (ELEC), Heating, Ventilation, Air Conditioning (HVAC), Engineering, etc.), meeting European Qualifications Framework (EQF) Level 4 or higher, and relevant professional experience of at least 3 years.
• Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
• The following certificates would be considered an advantage when applying and/or will need to be obtained by the end of the probation period:
  • Certification BHV (Primary Intervention Team)
  • Certification NEN1010*
  • Certification NEN3140*
  • Certification VCAVOL*
  • Certification Fire Detection and Public Address System

*Certifications required for the Netherlands and Belgium

This job is subject to the following internal certificates:

• • Air Traffic Safety Electronics Personnel (ATSEP) Competence
• A minimum of 5 years of relevant working experience.
• Experience with Electrical, Electro-mechanical, and HVAC systems, including maintenance and emergency procedures.
• Knowledge of PLC (Programmable Logic Controller).
• Knowledge of Security systems (e.g., Access Control, CCTV).
• Knowledge of Maintenance Management systems (e.g., Ultimo).
• Knowledge of Document Management (e.g., SharePoint).
• Technical writing skills (English).
• Problem Solving: You anticipate and solve business issues.

• The working languages of the Agency are English and French.For this particular job, candidates must be proficient users of English and Dutch at level C1 or C2.

The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

• The selected candidate will be appointed for a period of 5 Year(s) in accordance with the Staff Regulations governing officials at EUROCONTROL. Internal staff with an undetermined appointment will keep their current type of appointment duration.
• Renewal(s): This appointment may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years.
• Conversion: Conversion to an undetermined duration appointment is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff member’s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic.
• The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
• The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
• Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
